It marks the second CEO departure from the 5,500-home, Norfolk-based association in just over a year.

The HA - which has a listed bond - reported the departure of Mr Elia to the financial markets.

Mr Elia was made permanent chief executive in March after a month as interim. He has held interim director roles at Hundred Houses Society and Flagship Housing, having also been at Circle Housing.

John Whitelock, director of new business, has been appointed acting CEO again.

Mr Whitelock became acting CEO in October 2016 after both the chief executive and finance director left amid a downgrade to a non-compliant G3 rating.

Tom Riches, interim assistant director of governance, said Mr Elia has left Saffron to return to his management consultancy business.

Mr Riches said: "He leaves with our best wishes and over the last year has successfully delivered a significant business change agenda."

He said the HA is now in the process of recruiting a new permanent CEO.

Mr Riches added that Mr Whitelock is supported in leadership by a strong, experienced executive team and that the HA is close to concluding the recruitment of a permanent FD. Kevin Kelly is currently interim FD.

Mr Riches said: "We are making positive progress on the priorities agreed with the regulator and continue to work closely with the HCA, who of course have been kept fully informed regarding management changes."
