Regulator identifies ‘serious concerns’ at council using PFI contracts to manage homes

Oldham Metropolitan Borough Council has become the latest local authority to fail the English regulator’s consumer standards, partly due to how it is operating private finance initiative (PFI) agreements to manage its homes.
